Policy

It is the policy of Perfect Harmony Animal Rescue & Sanctuary to inspect foster and permanent homes and to conduct follow-up visits on all fostered or placed animals.

Procedure

Perfect Harmony will use volunteers to conduct pre-placement inspections of potential foster or permanent homes, as well as follow-up inspections of fostered or permanently placed animals and their surroundings.

A pre-placement inspection will be performed before any animal is allowed to move into a foster or permanent home. Follow-ups will be conducted as needed.

For permanent placement, inspections must be completed within 2 weeks of application. If potential guardian fails first inspection, he/she may be allowed an additional 2 weeks to correct any problems and schedule a second inspection.

It is the responsibility of the inspector to assess that ALL animals on the property are properly cared for and that all fencing and shelters are safe and adequate for the animal(s) to be fostered or adopted. Any concerns an inspector may have should be documented in detail. Such concerns may be discussed with the applicant at the time of inspection.
If an equine will be boarded, the inspector will talk to the owner of the facility where the equine will be boarded and notify them that the equine will be Co-owned by Perfect Harmony. If the guardian does not pay his/her bill or in any other way abandons the equine Perfect Harmony must be notified.

When inspecting the property the inspector should look for the following:
• Barn with turnout or pasture with shelter for equines or other farm animals.
• Water troughs or individual water sources. The animals must have access to clean water at all times.
• Individual buckets for grain.
• Safe and adequate fencing.
• Clean bedding and safe shelter.
• Condition of any animals already on the property.

The following items or situations are deemed unsafe and will not be allowed where rescue animals are kept:
• Barbed wire as the sole fencing source. (This must be evaluated on a case by case basis)
• Group feedings of grain.
• Creeks or ponds should not be the sole water source (can be evaluated on a case by case basis).
• Dogs or cats kept on chains.
• Debris on property where animals will be kept.
• Moldy hay.

Upon completion of the inspection or follow-up visit, the inspector shall submit the inspection worksheet as soon as possible.
Final approval of foster or permanent homes shall be at the sole discretion of the Board of Directors. Potential foster or permanent homes will be notified of the decision and may be allowed 2 additional weeks to correct any problems.
